The appointment of my hon. Friend, the Member for Fife, East (Mr. Henderson Stewart), as Parliamentary Under-Secretary of State for Scotland has already been announced.

We congratulate the hon. Gentleman on his appointment, but can the Joint Under-Secretary assure us that he is the best qualified Tory for this particular job?
