asked the Minister of Housing and Local Government why prefabricated houses and bungalows, requiring little or no skilled labour to erect, require a building licence before they can be erected; and whether he will examine this question, with a view to allowing buildings of this description to be erected without affecting the number of private building licences allocated to local authorities.

My hon. Friend will appreciate that the shell of a house represents only a small proportion of the total requirements of a complete house. I am looking into the case brought to my notice by my hon. Friend and will write to him.
