asked the Minister of Transport how long his Department has been investigating the dazzle problem; and when it is expected that steps will be taken to deal with this matter.

Mr. Maclay

The Road Research Laboratory and the technical officers of my Department have been working on this very difficult problem since 1946, and research is continuing. The Road Vehicle Lighting Regulations were amended last year to give effect to interim recommendations made by the Road Research Laboratory.

Mr. Shepherd

Can the Minister say when something definite is to be decided? Surely, this situation, in which British roads are the most dangerous in the world to drive on after dark, should not continue much longer?

Mr. Maclay

I understand that the Committee have made considerable progress with their deliberations, but that they cannot yet say when their investigations will be completed. The question of dazzle is being treated as one of the highest priority.

In the meantime, will not the Minister do his best to dissuade vehicle manufacturers from installing miniature searchlights on cars which are far more powerful than prudent driving requires?
