However, I am informed that a considerable amount of development work has still to be done before the first aircraft could be used on commercial services.

Gentleman allow any commercial concerns that wish to operate the aircraft on the service for which it was designed, the Transatlantic service, to have a reasonable chance of first option on the aircraft before anybody uses it for some totally different purpose?
