47. Mr. Baker Whiteasked the Minister of Defence whether he is aware that a circular, issued by the Central Board for Conscientious Objectors, advising young men how to evade military service, 1179 is headed with the words "Approved by the Ministry of Defence"; and if this is with his approval.
§ Mr. ShinwellI assume that the hon. Member is referring to a statement which, at the request of the Central Board for Conscientious Objectors, I had examined to ensure its factual accuracy. The statement merely described, for the guidance of those concerned, the administrative arrangements made for dealing with Class Z and Class G reservists called up for training who claim to have developed conscientious objections to military service.
Mr. Baker WhiteWhile realising that it is quite right and proper that this statement should have been examined by the Minister, may I ask if he does not think that "Approved by the Ministry of Defence" gives that circular a good deal of authority which it would not otherwise have?
