Before the proceedings begin, I wish to make a statement. I understand, and I have heard myself, that there have been demonstrations from the public gallery of clapping. I am saying this now in order that it may get the fullest publicity in the evening Press and in the morning Press. I give notice that if such clapping occurs again, I shall clear either the whole Gallery or those portions of the Gallery where I think the clapping comes from. I regret that it will mean punishing the innocent as well as the guilty, but clapping is not allowed in the Public Gallery and it should not occur, and if it does occur I shall take notice of it.
