§ 24. Mr. Sorensenasked the Secretary of State for the Colonies, in view of the adoption of the single transferable vote for Zanzibar elections, whether this or some form of proportional representation is being considered for the Kenya elections of 1952.
§ Mr. J. GriffithsNo decision has been taken to adopt this form of vote for any elections that may be held in Zanzibar. No changes are contemplated in Kenya, except possibly in the case of the Asian community. Arrangements are being considered locally to ensure that the Muslim section secures a minimum of two seats. I cannot anticipate the result of these discussions.
§ Mr. SorensenIs my right hon. Friend aware that the principle of the single transferable vote or proportional representation has not been considered at all in Zanzibar, and can he say whether it is being considered now?
§ Mr. GriffithsThe matter has been discussed and discussions on it are proceeding now.
§ Mr. SorensenIf in fact this particular form of election is being considered in Zanzibar, will it also be considered in Kenya as well?
§ Mr. GriffithsNo decision has yet been reached in other places, but in both those places it is being considered.
