asked the Secretary of State for the Home Department what action he contemplates taking, following the publication of the Report of the Franklin Committee on Punishment in Borstal Institutions.

asked the Secretary of State for the Home Department whether he has now considered the Report of the Franklin Committee on Punishment in Prisons and Borstal Institutions; and whether he will make a statement on the action he proposes to take on its recommendations.

As the answer is rather long I will, with permission, make a statement at the end of Questions.

Is my right hon. Friend aware that many teachers of experience, both in normal schools and special schools, think that many of these young men are being mollycoddled, and will he bear this in mind when he makes his final summing up?

I think that my hon. Friend will find that that point is dealt with in the statement that I shall make.
