asked the Secretary of State for Scotland when the Department's regulations concerning cattle grids will be available for the local authorities in Scotland.

According to my information, the general provisions regarding the installation of cattle grids under the Highways (Provision of Cattle Grids) Act, 1950, are contained in Circular No. 659, which was issued to local authorities by the Ministry of Transport on 4th May last.

Is the right hon. Gentleman aware that a month ago hill farming schemes for cattle grids were being held up by the lack of issue of these regulations? Will the Secretary of State look into this matter again? Is this not a case where a little more bureaucratic expedition could assist home food production?

I am sure that the noble Lord is misinformed. I have looked at some hill schemes myself where cattle grids were included, and which would, of course, rank for grant.
