§ Mr. MarquandThe franchise has not been extended. The law is, and has been for many years, that, apart from idiots, a person suffering from any form of mental disability, if on the electoral register, is entitled to vote if he presents himself at the appropriate polling station and satisfies the presiding officer as to his capacity to do so.
