asked the Secretary of State for Foreign Affairs if he will make a statement on the incident in which Lord Russell was involved in Western Ger many on 31st March.

asked the Secretary of State for Foreign Affairs what inquiries he has made into the incident at Vlotto in North Rhine-Westphalia on 31st March in which Lord Russell of Liverpool, Deputy Judge Advocate General in Germany, was involved.

I am consulting the Lord Chancellor about this incident and would prefer to make no statement on the subject for the moment.

Mr. Fisher

While I appreciate the right hon. Gentleman's point of view and do not wish in any way to apportion blame in this matter, may I ask the right hon. Gentleman to do his best in future to ensure that possible causes of friction between our representatives and the German people are avoided?

Mr. Morrison

Certainly, as far as I am concerned I think it is most undesirable that there should be needless friction between officers of His Majesty's Government and the German people.
