asked the Secretary of State for Foreign Affairs what directives were given to General Sir William Morgan before he left for the United States of America.

I would refer my hon. Friend to the reply given on 5th April to my hon. Friend the Member for Holborn and St. Pancras, South (Dr. Jeger).

While no criticism is offered by me, at any rate, about the way in which this officer executed the directive which was given to him, ought such high officials not to be requested, when they go outside their commission, to speak with greater discretion on subjects such as that with which he dealt?

Mr. Morrison

I think everybody should be careful when travelling about the world but I ought to say, in fairness to the accuracy of the record, that Sir William Morgan is not a serving officer. He is no longer in that position and, therefore, the situation is not quite as my hon. Friend might have thought it was.
