I beg to move, in page 2, line 41, after "duties," to insert: or a person authorised in that behalf by the Secretary of State or a district board. It will be remembered that the purpose of Clause 6 is, where poachers in gangs use the method of blowing up the fish, and then retiring, and then coming back, to make certain that we stop them from removing the dead fish. So we designed it to confine this power of removing the fish to constables, bailiffs, people having fishing rights, or their agents. It was represented to us by hon. Members, and also by the North of Scotland Hydro-Electricity Board, that there were places where there might not be a bailiff, or there might not be a bailiff handy; and so we have sought to extend the power so that a person authorised by the Secretary of State or district board could do the job.
