asked the Chancellor of the Exchequer whether he will institute a new intensive national campaign to increase investments in National Savings, in view of the financial burdens involved in rearmament.

I am considering this Question in consultation with the National Savings Committee.

Mr. Boyd-Carpenter

Will the right hon. Gentleman bear in mind that the greatest difficulty facing the National Savings movement at the moment is the advocacy by his hon. Friends of a capital levy?

Mr. Osborne

Is the Minister not aware that the best way to assist the National Savings movement would be by repayment up to the cost of living index, so that the savers would not be robbed of their savings by inflation?

In publishing the total amount of savings, is it not rather misleading to include the interest on old money saved, and would it not be better to revert to the former practice of giving as the savings of the week only the new money put by?
