§ Mr. G. R. StraussThe draft agreement drawn up by the Tin Study Group does not profess to be more than a working paper to serve as a basis for discussion at an International Commodity Conference. His Majesty's Government is not committed to the text of the draft but is prepared to take part in such a conference in the hope that it would be possible to agree upon a text which would be generally acceptable. The United Kingdom as a consumer of tin, and the colonial and dependent territories as producers, would be separately represented.
