Mr. Speaker

I think that I ought to inform the House, as I presumed that it was the wish on ail sides, that I have sent a telegram to the Speaker of the Canadian House of Commons. I think that I ought to read to the House the telegram which I have sent: The whole House of Commons is grieved at the sufferings of the City of Winnipeg caused by the present disastrous floods. The generosity and brave friendship of your country have warmed our hearts on many occasions not far distant; and to you, Mr. Speaker, to the afflicted citizens of Winnipeg, and to the whole Canadian people we send our heartfelt sympathy.
