33. Mr. Martin Lindsay

asked the Minister of Health if he will now say whether he will authorise local authorities to give additional building licences, not counting against their quota, to owner-occupiers who, with members of their families, are qualified to build for themselves and willing to do so and have the land and approved plans, in view of the fact that such a procedure will make no call upon normal building labour.

Mr. Bevan

I cannot add to the statement made in my reply to Questions on 4th May. Even if normal labour be not used, such building must make demands on materials.

Is the right hon. Gentleman aware that nothing that he said on 4th May had anything whatever to do with this excellent recommendation, and will he tell us what particular piece of political prejudice on his part prevents him from accepting it?

The hon. Member always uses supplementary questions to be offensive. What he is suggesting is that the volume of the housing programme should be added to in this way. We cannot add to it in this way, and that was the reply which I gave to the Questions which were asked before.
