asked the Minister of Food what steps he has taken to deal with black markets in whisky in Edinburgh and Glasgow; how many recent prosecutions have been undertaken; and to what extent he is cooperating with the Scotch Whisky Manufacturers' Association in this matter.

My Department exercises no statutory control over the price and distribution of whisky except that the Scotch Whisky (Auction Sales) Order prohibits such sales other than under licence. There have been no prosecutions under this Order. The Scotch Whisky Association recommends the observance of certain maximum retail prices for whisky. We maintain close co-operation with the Association on matters of mutual interest.

Does that answer mean that the Ministry have no control at all over the price of Scotch whisky?
