§ Mr. HughesIs my right hon. Friend aware that the figure we expend on defence is greater than that? Would it not be for the benefit of Scotland if the figures were reversed?
Mr. McNeilThe figures are not comparable because in one case we are talking of capital and in the other case my hon. Friend chooses to talk about revenue.
