asked the Parliamentary Secretary to the Ministry of Civil Aviation whether any compensation will be paid to the dependants of those who lost their lives in the recent air accident in which an Avro Tudor airliner crashed in Glamorgan.

The payment of compensation is a matter between the operating company and the dependants.

While appreciating that reply, may I ask my hon. Friend if he will say whether he will consider the question of compensation being paid by some kind of insurance in every case where a person travels by air, so that the unhappy difficulties which have arisen in this case may not arise in future, particularly in view of the fact that the incidence of accidents is not so great that it would not pay actuarily?
