asked the Minister of National Insurance whether the experiment of paying National Insurance contributions without the use of adhesive stamps or impressing machines is proving successful; and if she proposes to make it universal.

I assume the hon. Member is referring to the system of payment by schedule which is still in the experimental stage. This system is only adapted for use by employers with a large number of regular employees and could never be made universal.
