§ Mr. BarnesI ordered a formal investigation into the loss of this vessel and am at present considering the findings of the court, which were delivered on 9th March of this year. I propose to consult with the various shipping and other interests concerned on the court's recommendation that a technical committee should be set up to investigate the strains imposed on a vessel in the ballast condition in bad weather.
