43. Mr. Nigel Davies

asked the Minister of Health whether he is aware that the Epping Rural District Council have been told that no decision has yet been made as to whether they may take into consideration the number of houses erected by the Harlow Development Corporation when fixing the number of licences for private enterprise houses which they may grant; and whether he will now give a ruling on this matter.

Mr. Bevan

It is being made clear to Epping Rural District Council that the number of licences at their disposal is based solely on their own allocation. The question of the issue of licences for private building as part of the programmes of the new town development corporations is still under consideration.

Mr. Davies

Is the right hon. Gentleman aware that the Harlow Development Corporation have already built 100 houses? In view of the urgent need for houses in that area, will the right hon. Gentleman undertake to consider the matter and give a ruling at an early date?

What is under consideration here is not the global amount of houses but who is to issue the licences based upon the total number of houses allocated, the council or the corporation. That matter is being considered.
