Members opposite, will the Prime Minister not agree that the time has come to face this problem with greater vigour, with a new policy and new measures?

§ Major Guy LloydWill the Prime Minister, in view of the housing situation in Scotland and the outcry about it, consider setting up a non-political commission to inquire and report as to why we are so desperately short of houses in Scotland?
§ The Prime MinisterI think that the answer is obvious—neglect in the past.
§ Mr. McGovernWill the Prime Minister bear in mind that we cannot go on pointing to the past and that we must face the future; that housing has become a part-time job by many committees in these areas, and even by the Ministries themselves; and that if we are ever to solve this problem and bring happiness to the people, we must get a new Ministry and a new drive?
§ The Prime MinisterI do not think it is a case of having a new Ministry. As I understand it, the building resources of Scotland are being fully used.
