§ 25. Mr. Brockwayasked the Secretary of State for the Colonies whether, in view of the fact that the legislative councils of the Leeward and Windward Islands have asked repeatedly since 1948 that a majority of their members shall be elected, and that a similar request has been accepted in the case of Jamaica, the Barbados and Trinidad, he is prepared to recommend the necessary amendment of the Constitutions and so enable these islands to participate in the proposed federation of the West Indies on an equal footing.
