§ 43. Sir Wavell Wakefieldasked the Minister of Transport why there is no explanatory note on S.I. 1950, No. 963, Motor Vehicles Construction and Use (Amendment No. 2) Regulations, 1950.
§ Mr. BarnesIt is not the practice to append an explanatory note to a Statutory Instrument the purpose and effect of which are readily apparent, as in this case.
§ Sir W. WakefieldIs the Minister aware that this Question would not have been put down if the meaning of this Statutory Instrument were apparent from straightforward reading? Nobody reading this Statutory Instrument could possibly know what it was about without turning up a lot of back references. Surely the whole purpose of an explanatory note is to make that unnecessary?
§ Mr. BarnesI should have thought that paragraph 2 was extremely plain and clear.
§ Sir W. WakefieldParagraph 2 revokes certain things, but does not state clearly what the action is.
