11. Mr. G. Cooper

asked the Postmaster-General if he will consider amending the present Post Office regulations, with a view to encouraging owners of converted houses and blocks of flats to provide letter boxes in the entrance halls to eliminate the need for postmen to mount flights of staircases and thereby increasing the Post Office efficiency, at the same time, gradually reducing the number of postmen required.

Mr. Ness Edwards

I have no power to require the owner of blocks of flats to provide the occupiers with letter boxes in the entrance halls. The provision of such boxes, where practicable, is very desirable.

Mr. Cooper

Does my right hon. Friend see any means whereby he could use some sort of powers to persuade people to do this thing, with which apparently he agrees, as I think it would help to speed up the present rather slow postal service?

We would have very great difficulty in reaching agreement in the House.
