asked the Secretary of State for the Colonies why the registrar of Co-operative societies of each of the three West African Colonies visited by the Co-operative Mission last year at the invitation of the Secretary of State was absent from the Colony throughout the visit.

The substantive registrars were on leave at the time, but had consultation with the Mission in this country.

Mr. Keeling

Why did the right hon. Gentleman arrange this visit at a time when it was known that all the registrars would be on leave?

Mr. Griffiths

It was not known at the time. I agree that it would have been very much better if it had been possible to arrange the leave times of the registrars so as to enable them to be present when the Mission presented itself.
