Resolution reported: That, for the purposes of any Act of the present Session to make provision for increasing the amount which may not be exceeded by town councils in Scotland in respect of certain expenditure; for raising the limit on special district rates leviable by county councils in Scotland, and to restrict the power of county councils and town councils in Scotland to borrow money for certain purposes, it is expedient to authorise the payment out of moneys provided by Parliament of any increase in the Exchequer Equalisation Grant payable under Part II of the Local Government Act, 1948, which is attributable to increased expenditure by a town or a county council in pursuance of the said Act of the present Session.
