asked the Secretary of State for the Colonies what provision is made for the institutional treatment of delinquents between the ages of 16 and 21 years in British Guiana.

None, Sir. The desirability of establishing a suitable institution is recognised, but the Government of British Guiana have not so far been able to afford the expenditure involved.

Mr. Paton

Is my right hon. Friend aware that as far back as 1909, by the Detention of Young Offenders Ordinance of that year, the Government were empowered to appoint such an institution and have not done so? Is it not time that a move was made in this matter?

Mr. Griffiths

It is very desirable that it should be done as quickly as possible. There has been very rapid development of the probation system. The whole question has been discussed and the desirability of establishing a suitable institution is fully recognised.
