asked the Minister of Transport whether he will introduce legislation to make it compulsory for cyclists to be covered by third-party insurance, in order to provide protection for the victims of accidents in which cyclists are involved.

Mr. Barnes

No, Sir. The cyclist is not so much a danger to others as to himself. Moreover a system of compulsory third-party insurance could not be enforced unless cycles were registered, and this would involve setting up an elaborate and expensive organisation.
