asked the Secretary of State for Foreign Affairs in view of the fact that it is the policy of His Majesty's Government, as announced on 18th February, to be prepared at any time to use the machinery of the United Nations to the full for the control of atomic energy and to be ready to discuss with Russia, the United States of America, Canada and all other nations ways and means for dealing with this menace, what steps he is taking to implement the policy.

I assume that my hon. Friend is referring to the Prime Minister's broadcast of 18th February. His Majesty's Government are prepared to resume the consultations between the permanent members of the United Nations Atomic Energy Commission for the purpose of seeking agreement on the international control of atomic energy as soon as the Soviet Union signifies its readiness to attend.

On a point of Order. May I point out, Sir, that I addressed this Question to the Prime Minister and that I used his name when I originally drafted the Question? May I ask my hon. Friend whether it is not clear that the Prime Minister implied, in his broadcast of 18th February, that this country would take the initiative in the matter of having the question of the control of weapons of mass destruction brought before United Nations? What steps are being taken to honour what was, in effect, an election pledge?

This matter is at present before the United Nations. The only reason why discussions are not continuing is that Russia is refusing to participate in the six Power consultations because China is still represented in them.

In view of Mr. Trygve Lie's anxiety to act as mediator between the United States and Russia on this question, will my hon. Friend consult him on the occasion of his forthcoming visit and ask him to act as mediator on our behalf?

When my hon. Friend says that the Russian refusal is due to the fact that China is still represented on the Commission, does he not mean that it is due to the fact that China is not represented on the Commission?
