asked the Secretary of State for the Colonies what steps he is taking to make known to the people of the British West Indies the advantages, political and economic, which are likely to accrue to them if the federation proposals are adopted.

The Report of the Standing Closer Association Committee is in itself a comprehensive exposition of the political and economic issues involved in Federation. On the day of its publication I commended it, in a message to the peoples of the West Indies, to their Legislatures for serious examination and discussion. I am sending the hon. Member a copy of that message.
