May I ask you, Mr. Speaker, a Question of which I have given you private notice—if you will be good enough to indicate, for the information and future guidance of hon. Members, the reasons which have led you to rule that Questions will not be accepted by the Table for answer on Thursday, since the appearance of such Questions on tomorrow's Order Paper would be assured by the arrangement for expediting Questions?

The sittings of the House this week are of an emergency character and provision is not made for Questions under Standing Order 112 This Order provides for an Order Paper to be prepared for the transaction of Government business on the day on which this House is summoned to meet. But, as no provision is made for the preparation of a Notice Paper, I have given instructions that no notices were to be received today of Questions to be expedited for Thursday. Private Notice Questions are allowed on any day this week, and in considering them I shall take into account the fact that no other Questions are possible.
