§ The Postmaster-General (Mr. Wilfred Paling)I beg to move, "That the Clause stand part of the Bill."
1728 Hon. Members will be aware that last week on the Second Reading I explained that the purpose of this Bill is to relieve Hull of a certain surcharge which was imposed during the war in the 1940 Act as a contribution by them to the war effort. We feel that the time has past when Hull should be expected to pay this surcharge. Clause 1 provides for the repeal of that Section of the 1940 Act which applied to this surcharge.
