I beg to move, in page 71, line 12, at the end, to insert: (3) In the case of a person who is deemed by virtue of the last foregoing sub-paragraph to have been released on licence under section fifty-seven of this Act, the Secretary of State may, without recalling him to prison, substitute for the licence granted under the Penal Servitude Acts, 1853 to 1891. a licence under the said section fifty-seven. This Amendment is required because persons who, at the commencement of the Act, are on licence from penal servitude for life, will hold licences granted under provisions of the Penal Servitude Acts which are being repealed by this Bill. The effect of the Amendment is to enable a licence, according with the provisions of Clause 57 of the Bill, to be substituted for any such obsolete licence.
