asked the Minister of Transport if he will give an estimate of the quantity of brakes required to provide each bicycle now used with serviceable brakes.

Mr. Barnes

No, Sir. I have no means or machinery at my command to form a reliable estimate.

Mr. Beswick

Does my right hon. Friend remember that last week he gave the supply position as the reason for not implementing the 1947 recommendations of the Road Safety Committee, which asked that every cycle should have efficient brakes? If the Minister does not know what demand there is, how can he give that as the reason?

Mr. Barnes

As I indicated, it was the supply position, because I could not anticipate the supply.

Mr. Beswick

If there are so many cycles on the roads without brakes, surely this is a matter which should receive the attention of my right hon. Friend?
