asked the Minister of Health how far his regulations under the National Health Service scheme result in teachers applying for a breakdown pension being caused to pay the medical fee to an independent doctor for the necessary examination.

This is not the result of my regulations. A teacher remains liable, as before, to pay for a medical examination by an "independent" doctor, i.e., someone who is not his National Health Service doctor.
