§ Mr. GaitskellRegional petroleum officers already have discretion to grant small block allowances of supplementary petrol to appropriate organisations for taking permanently crippled or blind persons to Christmas parties or annual outings, or on similar special occasions. I regret that in present circumstances I am not prepared to extend this arrangement.
