§ Mr. CallaghanMy right hon. Friend has sympathy with this proposal, but he has no powers to carry it out, as the provision of public conveniences is the responsibility of local authorities, subject to my right hon. Friend's consent in the case of trunk roads.
Mr. Wilson HarrisIn view of the fact that these establishments are hardly less needed in open country than in the towns, could not the hon. Gentleman make representations to local authorities on the subject?
