§ Colonel HutchisonHow does it come about that nearly two years have been taken to appoint all these area consultative committees? Is the hon. Gentleman aware that many of the questions going to the central council are in fact questions which should go to area consultative committees, rather than to the central council?
§ Mr. CallaghanIf they go to the central council, I have no doubt that there is machinery for sending them on to the committees.
