Lords Amendment: In page 4, line 27, at end insert: Provided that, except with the consent of the board, the Minister shall not vary or add to any directions under paragraph (b) of this subsection where, in his opinion, the need for the variation or addition arose from circumstances not obtaining at the date when the directions were given.

I beg to move, "That this House doth agree with the Lords in the said Amendment."

The purpose of this Amendment is to make it more clear that the power as in Clause 2 (5, b) is only intended to enable the Minister to remedy a defect in the original direction.

We had a considerable discussion in this House on this point and we con- sider that this Amendment definitely improves the Bill. I wish to express our agreement with it.
