§ The ChairmanThe hon. Gentleman cannot argue the matter; the question does not arise in any way. The word to which the hon. Gentleman refers is part of the structure of the Bill, part of the enacting wording, and is not capable of Amendment. That, therefore, is not before the Committee.
§ Mr. ThomasFurther to that point of Order. It is exactly on that point that I wished to seek your advice, Major Milner. This raises an important question. I wanted to ask whether there is any way in which Parliament can control the words which are now in the context of this Bill.
§ The ChairmanThere is no way in which the Committee can amend those words.
