asked the Secretary of State for Foreign Affairs whether he is satisfied that the provisions of the memorandum of the military governors on the constitution for a West German Government will allow sufficient powers to be allocated to the Federal Government to enable it to participate in European economic planning.

Would my right hon. Friend draw the attention of his American colleagues to the fact that there is a possible divergence of policy between their representatives in Paris and those in Frankfurt and Bonn?
