I beg to move, in page 46, line 29, to leave out from "A," to "whereby," in line 31, and to insert: local planning authority may with the approval of the Minister make an access agreement with any person having an interest in land, being open country, in the area of the authority. This Amendment makes access agreements subject to the Minister's approval. I gave an undertaking in Committee to that effect.
