As I have informed the House in answer to an earlier question, I am now considering the question of providing a Court of Appeal in criminal cases for the High Commission Territories in South Africa. I will certainly take my hon. Friend's proposal into account, but, as I know he understands, the matter is very complex, and I am afraid that I cannot promise him a very early decision.
