§ 60. Captain John Crowderasked the Minister of Transport whether he will consider introducing legislation to amend the existing law regarding the parking of cars without lights in well-lighted streets.
§ Mr. BarnesMy present view is that the power to exempt vehicles from carrying lights is rightly restricted to those standing or parked in places specially set aside for the purpose.
§ Captain CrowderIs the Minister aware that the Home Secretary did not seem to have that opinion when he answered a good many Questions last March and previously in this House; and that the special committee of the R.A.C. and A.A. recommend that legislation should be introduced by the Minister of Transport as soon as possible.
§ Mr. BarnesI certainly do not agree that the Home Secretary's reply indicated a different view from my own. It really comes down to the fact that the experience of the police should be the determining factor in this matter.
