I remain of the opinion that it was not unreasonable to expect these two aliens to honour the undertakings they had given and to accept agricultural work at the time this was offered. Both of these men had said that they did not intend to take work of any kind in this country. I have, however, arranged for offers of other employment to be made to each of them. We cannot have men coming to this country under the guise of European volunteer workers and becoming a charge on public funds through refusal to work.
