Resolved: That, for the purposes of any Act of the present Session to provide, in connection with the Festival of Britain, 1951, for conferring further powers on the British Transport Commission and the London County Council, for the making by the Minister of Transport of grants in respect of expenses incurred by or on behalf of those bodies, for suspending or restricting the use by the public of certain streets and for other matters, it is expedient to authorise the payment out of moneys provided by Parliament of any expenses of the Minister of Transport in making grants towards meeting—

  1. (a) expenses incurred by or on behalf of the said Commission and the said Council respectively in or by reason of the exercise of the powers conferred on them by the said Act;
  2. (b) expenses incurred by or on behalf of the said Council in connection with traffic arrangements certified by the Minister of Transport to be occasioned by the chief exhibition held or to be held on the south bank of the Thames as part of the said Festival."—[Mr. Collindridge.]
