asked the Secretary of State for the Colonies if he is now in a position to make a statement with regard to the provision of a municipal council or for elected representatives to the Legislative Council of the Colony of Hong Kong.

Mr. Creech Jones

While I am anxious to reach a decision as early as possible, I have at present nothing to add to the reply which I made to the hon. Member's Question on 16th November.

Mr. Collins

Is my right hon. Friend aware that as long ago as June he expressed the hope that he might reach a decision on this matter? Does he not think it really necessary to have some form of democratic legislature, municipal or otherwise, in Hong Kong?

Mr. Creech Jones

Yes, but making constitutions is not too easy or fast a procedure.
